Regulations on Religious Activities within Chinese Territory

Inbound foreign nationals may bring religious printed materials, religious audio-visual products and other religious articles into China for personal use. Those carrying items beyond the scope of religious printed materials, religious audio-visual products and other religious articles permitted for personal use in China shall complete relevant procedures required by the Chinese customs authority. It is prohibited to bring religious printed materials and religious audio-visual products that endanger the public interest of China into the Chinese territory.

Foreign nationals may participate in religious activities in temples, abbeys, mosques, churches and other religious venues in China, and preach in religious venues at the invitation of religious organizations at or above the province, autonomous region, or municipality level.

Foreign nationals may carry out mass religious activities at legally registered temples, abbeys, mosques or churches recognized by the religious affairs department of the people's government at or above the county level, or at temporary venues designated by the religious affairs department of the people’s government of concerned province, autonomous region, and municipality.

Foreign nationals shall carry out religious activities in China in accordance with Chinese laws and regulations. No foreign national shall establish any religious organization, religious office, religious venue, or religious school in China, or recruit or appoint any Chinese citizen as a believer or religious worker, or carry out any other preaching activities.
