一、物资捐赠
I. Supplies Donation
1.接收海外捐赠物资种类，医疗耗材符合国家标准为主。（标准见附件1）
1. The types of overseas donations and medical consumables shall meet national standards or above. (see Annex 1 for standards)

2.填写捐赠意向书。捐赠方填写《海外物资捐赠意向书》（见附件4），并提供相应的品质完好及物资价值证明资料，发送到指定邮箱，发送前请和相关人员联系取得武汉市红十字会确认捐赠函（附件6）。
2. Filling in the Letter of Intent for Donation. The donor shall complete the Letter of Intent for Overseas Donations (see Annex 4), and provide goods of corresponding quality and value certificates, and send them to the designated mailbox. Before sending, please contact the relevant personnel for the confirmation letter from Red Cross Society of China Wuhan Branch (Annex 6).

3.接收物资海关。可优先选择武汉海关、长沙海关、上海海关、郑州海关等。
3. Customs receiving goods. Priority can be given to Wuhan Customs, Changsha Customs, Shanghai Customs, Zhengzhou Customs, etc.

4.报关。提供国外的invoice和packlist，及相关表格。防护服6210103000，口罩63079000，护目镜90049090000分别是三个HS CODE，每个品名在invoce上面可以合并算平均单价，但是在pack list上面，每个品名每个型号数量分别要标注出来（如不清楚，见附件3）。明确发到哪个口岸，如上海，长沙，这个很重要，在免税表格里按要求填写。
4. Customs clearance. The overseas donor’s invoice and packing list, and related forms are needed. Protective overall (6210103000), mask (63079000) and eyes protectors (90049090000) are classified into three HS CODEs respectively. The average unit price can be calculated together on the invoice by item, but on the pack list, details of every item (quantity and model) should be identified separately (see Annex 3 for more details). It is vitally important to make clear which port to send to, such as Shanghai or Changsha, and fill in the tax exemption form as required.

筹集物资之后，联系武汉红十字会指定的清关公司“汉口北进出口服务有限公司”办理捐赠进口清关与物流事宜。
After collecting donations, please contact the customs clearance company "Hankou North Imp. & Exp. Service Co., Ltd." (the Company) designated by Red Cross Society of China Wuhan Branch for the import customs clearance and logistics.

Standards for Overseas Donations

一、湖北省新型冠状病毒肺炎疫情防控用品清单
I. List of novel coronavirus pneumonia prevention and control supplies in Hubei Province

以N95口罩、医用外科口罩、连体防护服、护目镜等为主，需符合或高于国家标准。
The N95 mask, medical surgical mask, protective overall, eyes protectors, etc. are the urgently needed, which should meet national standards or above.

如是医院所用的，必须要这三个文件：
For hospital use, these three documents must be provided:

1.厂家的执照
1. Manufacturing License Agreement (MLA)

2.医疗器械注册证
2. Registration Certificate for Medical Device

3.检测报告
3. Report for Detecting and Analyzing/Test Report。

(一) 国内标准
(I). Domestic Standards

医用防护口罩 GB  19083-2010

3M 1860/1870/9132 可以，其它基本不行，需要防飞沫血液体液。需要发送合格证书、厂家品牌。能提供电子或正式收据，合法经营，否则不行。
Except 3M 1860 / 1870 / 9132, others are basically nonstandard. Masks should be able to protect wearers from foam, blood, and body fluids. Certificate of conformity and manufacturers brand shall be submitted. Electronic or official receipts are necessary to prove the legal operation. Otherwise, it should be forbidden.

(二)国外标准
(II). Foreign Standards

下图标红的两款，才属于医护级别，需要 Fluid Resistant Claim！
Only the two types of marks marked with red circles below are up to the acceptable medical care level, and Fluid Resistant Claim is mandatory!

1．口罩：如何在口罩上寻找到标准
1. Mask: how to find the standard on the mask

如图所示：符合 3M GB 19083，型号 3M 9132
As shown in the figure, the 3M mask conforms to GB 19083, and the model is 3M 9132.

2.防护衣
2. Protective overall

防护服符合国际标准（海内外通用）GB19082-2003《医用一次性防护服技术要求》，具体确定可用的型号有杜邦 TYVEK 800、TYVEK医用（下图）及3M牌（4565）。二级以上医用防护服：一般衣服上有红蓝条纹。
The protective overall shall comply with the international standard Technical Requirements for Disposable Protective Clothing for Medical Use (GB19082-2003), which is applicable to both China and other countries and regions). The acceptable models include DuPont TYVEK 800, TYVEK Medical (shown below) and 3M 4565. Medical protective overalls above Level II: There are generally red and blue stripes on such overalls.

3.护目镜
3. Goggles

1.二级以上医用护目镜 -Medical Safety Googles / Protective Eyewear，弹性佩戴（可以和近视镜兼容）、视野宽阔、必须有防溅功能
1. Medical safety goggles / protective eyewear above Level II, flexible for wearers (compatible with myopia glasses), with wide field of vision and splash resistance (mandatory)

2.医生推荐型号 3M牌 1623 防护眼镜（国内）；GA500护目镜（海外）
2. 3M 1623 protective goggles (for domestic donations); and GA500 goggles (for oversea donations)

3. 其他符合条件 1 的护目镜也可以

清关方式
Methods of Customs Clearance

（一）其它进出口免费方式。如超过1000元人民币或超过30KG。此方式适合小批量多批次的捐赠救灾物资清关方式，需照章缴纳进口税款，可为救灾物资办理快速通关放行手续。提供资料：发票Invoice箱单Packing List（附后）申报要素：
(I) Other free import and export methods. Exceeding RMB 1000 or more than 30 kg. This method applies to customs clearance of donated relief items in small and multiple batches. Import duties shall be paid according to relevant regulations, and quick clearance and release procedures can be implemented for relief items. Documents to be provided: invoice and packing list (attached below). Declaration elements:

①防护服6210103000，关税8%，增值税13%，需告知品牌，成分含量，货号。
① Protective overalls: 6210103000, tariff 8%, VAT 13%; brand, content, article number must be informed.

②口罩6307900000，关税6%，增值税13%，需告知成分含量。
② Masks: 6307900000, tariff 6%, VAT 13%; content must be informed.

③护目镜90049090000，关税7%，增值税13%，需提供品牌，型号。
③ Goggles: 90049090000, tariff 7%, VAT 13%; brand and model must be informed.

发票箱单要求：每个品名在invoce上面可以合并算平均单价，但是在pack list上面，每个品名每个型号分别的数量要标注出来。（如不清楚，见附件表格）
Invoices and packing lists: the average unit price can be calculated together on the invoice by item, but on the pack list, details of every item (quantity and model) must be identified separately. (See the form in the Annex for more details)

（二）捐赠物资-免税进口模式。此方式适合大批量高金额的捐赠物资免税进口清关方式，武汉海关已开放应急特殊通关措施。为确保用于新型冠状病毒肺炎疫情的捐赠物资快速通关，随到随放马上投入使用，紧急情况可在海关先登记放行，再按规定补办相关手续。
(II) In-Kind Donations — duty free import mode. This method is suitable for the duty-free import clearance of a large number of high-value donations. Wuhan Customs has taken a special emergency measure for customs clearance. In order to ensure the rapid customs clearance of donated materials used for the novel coronavirus (2019-nCov) epidemic and that the materials can be put into use as soon as they arrive at the port and are released, registration for releasing materials first and then going through relevant formalities according to regulations at Wuhan Customs is allowed in case of emergency.

捐赠物资清关所需资料（除一般贸易所需资料外，还需以下额外资料）
Data required for customs clearance of donated materials (In addition to documents required for general trade, the following additional documents are required):

（1）捐赠意向书（有定向捐赠医院请写明捐赠医院名称，同时写明捐赠物资名称、规格、保质期、用途及数量，并提供相应的品质完好及物资价值证明资料,发送到指定邮箱fts@zallfts.com),捐赠人身份证文件复印件（企业或组织提供相关执照/个人提供身份证/护照等）。
(1) Letter of Intent for Donation (If a donator has a hospital in mind for targeted donation, please state the name of the recipient hospital and at the same time, state the names, specifications, shelf-lives, purposes and quantities of the donated materials; in addition, provide the corresponding certifications on good quality and material value. Such information shall be sent to the designated mailbox fts@zallfts.com); copies of the donors ID card and documents (enterprises or organizations provide relevant licenses/individuals provide ID cards/passports, etc.).

（2）受赠人接受境外慈善捐赠物资进口证明。

收到所有电子档文件，由指定清关公司联系武汉市红十字会盖章，并发往海关办理免表免税手续，后续在机场海关办理通关一体化报关手续。
Upon receipt of all electronic documents, the designated customs clearance company shall contact the Red Cross Society of China Wuhan Branch to have the documents stamped, then send them to the Customs for going through the formalities of exemption from forms and duties, and at last, go through the formalities of integrated customs clearance at the airport customs.
